Permission to Operate (PTO) is the utility’s approval to switch on a solar system after final inspection. Most PTO delays come from incomplete interconnection applications, equipment data that does not match the plans, or missing inspection sign-offs. A complete, utility-specific package submitted the first time is the fastest path.
How the interconnection and PTO process works
- Interconnection application Submit system details, single-line diagram, and equipment specs to the utility.
- Utility review. The utility checks the system against its technical rules and grid capacity.
- Approval to install Some utilities issue conditional approval before construction.
- Final inspection. The AHJ inspects the installed system and signs off.
- Meter swap. The utility installs a bidirectional or net meter if needed.
- Permission to Operate. The utility grants PTO and the system can be turned on.
